Myanmar seizes UN aid supplies, 'not ready' to let in US

Myanmar's military leaders seized aid shipments headed for cyclone survivors and told the top U.S. diplomat there Friday that they're not ready to let in American aid workers despite warnings the country is on the verge of a medical catastrophe.
Another 4 inches of rain was forecast to fall next week as more than 1 million people waited for food, clean water, shelter and medicine to reach them. Diplomats and aid groups warned number of dead could eventually exceed 100,000 because of illnesses and said thousands of children may have been orphaned.
The U.N. World Food Program said two planeloads of supplies containing enough high-energy biscuits to feed 95,000 people were seized Friday, prompting the world body to say it was suspending food-aid flights.
Later, WFP chief spokeswoman Nancy Roman said flights would resume on Saturday while negotiations continued for the release of the supplies.
Myanmar's government acknowledged taking control of the shipments and said it plans to distribute the aid itself to the affected areas.
In a statement e-mailed to The Associated Press, government spokesman Ye Htut said the junta had clearly stated what it would do and denied the action amounted to a seizure.
"I would like to know which person or organization (made these) these baseless accusations," he said.
The WFP's regional director, Tony Banbury, directly appealed to Myanmar's military leaders in an interview with Associated Press Television News.
"Please, this food is going to people who need it very much. You and I, we have the same interests," Banbury said. "Those victims — those 1 million or more people — who need this assistance are not part of a political dialogue. They need this humanitarian assistance. Please release it."
Shari Villarosa, the U.S. charge d'affairs in Yangon, said she met with Myanmar Deputy Foreign Minister Kyaw Thu on Friday to discuss American relief operations.
Myanmar says it will accept aid from all countries, but prohibits the entry of foreign workers who would deliver and manage the operations. The junta is "not ready" to change that position, Villarosa said she was told.
The U.S. has an enormous ability to deliver aid quickly, evident during the 2004 Indian Ocean tsunami that killed 230,000 people in a dozen nations.
More than 60,000 people are dead or missing and entire villages are submerged in the Irrawaddy delta after Saturday's cyclone. Many of the survivors waiting for food, clean water and medicine were crammed into Buddhist monasteries or camped outdoors.
The U.N. estimates 1.5 million people have been severely affected and has voiced concern about the disposal of dead bodies.
"Many are not buried and lie in the water. They have started rotting and the stench is beyond words," Anders Ladekarl, head of the Danish Red Cross.
About 20,000 body bags were being sent so volunteers from the Myanmar chapter of the Red Cross can start collecting bodies, he said.
The U.N.'s World Meteorological Organization said its models forecast three days of strong rain that could dump 4 inches in Myanmar beginning Thursday or Friday.
Heavy rain could worsen the situation in the storm-affected coastal region, the meteorological agency said, though it cautioned that forecasts beyond five days could change.
In the village of Kongyangon, someone had written in Burmese, "We are all in trouble. Please come help us" on black asphalt, a video from the Norway-based opposition news network, the Democratic Voice of Burma, showed. A few feet away was another plea: "We're hungry."
In Yangon, the price of increasingly scarce water has shot up by more than 500 percent, and rice and oil jumped by 60 percent over the last three days, the Danish Red Cross said.
The U.N. has grown increasingly critical of Myanmar's refusal to let in foreign aid workers who could assess the extent of the disaster with the junta apparently overwhelmed. None of the 10 visa applications submitted by the WFP has been approved.
"The frustration caused by what appears to be a paperwork delay is unprecedented in modern humanitarian relief efforts," Risley said. "It's astonishing."
The junta said in a statement Friday it was grateful to the international community for its assistance — which has included 11 chartered planes loaded with aid supplies — but the best way to help was just to send in material rather than personnel.
Andrew Brookes, an aerospace specialist at the IISS, an independent think tank, said Myanmar has about 15 transport planes but most are small jets not adequate to carry hundreds of tons of supplies. The country has fewer than 40 helicopters and only a fraction may be operational, he said.
"Even if they were all serviceable it's not even a drop in the ocean. The task is so awesome it would phase even a sophisticated force like the British, French or Germans," Brookes said.
It is not clear how much of aid has been delivered to the victims in the Irrawaddy delta.
"Believe me, the government will not allow outsiders to go into the devastated area," said Yangon food shop owner Joseph Kyaw.
"The government only cares about its own stability. They don't care about the plight of the people," he said.
Three Red Cross aid flights loaded with shelter kits and other emergency supplies landed in Myanmar Friday without incident.
"We are not experiencing any problems getting in (unlike) the United Nations," Danish Red Cross spokesman Hans Beck Gregersen said.
One relief flight was sent back after landing in Yangon on Thursday because it carried a search-and-rescue team and media representatives who had not received permission to enter the country, the junta said. It did not give details, but said the plane had flown in from Qatar.
According to state media, 23,335 people died and 37,019 are missing from Cyclone Nargis. Shari Villarosa, who heads the United States Embassy in Yangon, said the number of dead could eventually exceed 100,000 because of illnesses.
Grim assessments were made about what lies ahead. The aid group Action Against Hunger noted that the delta region is known as the country's granary, and the cyclone hit before the harvest.
"If the harvest has been destroyed this will have a devastating impact on food security in Myanmar," the group said.
The U.N. was putting together an urgent appeal to fund aid efforts over the next six months. Spokeswoman Elisabeth Byrs told reporters that the exact amount of the appeal would be specified later Friday.
The International Organization for Migration says it is asking for $8 million as part of the appeal. The U.N. refugee agency says it needs $6 million to fund the immediate shelter and household needs of 250,000 people.
France was sending a navy ship loaded with 1,500 tons of humanitarian aid to Myanmar, President Nicolas Sarkozy's office said Friday.
Private donations also were flowing to aid organizations, including a luxury river cruise liner donated by a British travel company to transport relief and 25,000 shoes sent by a U.S.-based group.

It's a happy Mother's Day for an Arkansas woman — she's pregnant with her 18th child.
Michelle Duggar, 41, is due on New Year's Day, and the latest addition will join seven sisters and 10 brothers. There are two sets of twins.
"We've had three in January, three in December. Those two months are a busy time for us," she said, laughing.
The Duggars' oldest child, Josh, is 20, and the youngest, Jennifer, is nine months old.
The fast-growing family lives in Tontitown in northwest Arkansas in a 7,000-square-foot home. All the children — whose names start with the letter J — are home-schooled.
Duggar has been been pregnant for more than 11 years of her life, and the family is in the process of filming another series for Discovery Health.
The new show looks at life inside the Duggar home, where chores — or "jurisdictions" — are assigned to each child. One episode of the new show involves a "jurisdiction swap," where the boys do chores traditionally assigned to the girls, and vice versa, Duggar said.
"The girls swapped jurisdictions, changing tires, working in the garages, mowing the grass," she said. "The boys got to cook supper from start to finish, clean the bathrooms," among other chores.
Duggar said she's six weeks along and the pregnancy is going well. She and her husband, Jim Bob Duggar, said they'll keep having children as long as God wills it.
"The success in a family is first off, a love for God, and secondly, treating each other like you want to be treated," Jim Bob Duggar said. "Our goal is for each one of our children to be best friends, and everybody working together to serve each other makes that happen."
The other Duggar children, in between Joshua and Jennifer, are Jana, 18; John-David, 18; Jill, 16; Jessa, 15; Jinger, 14; Joseph, 13; Josiah, 11; Joy-Anna, 10; Jeremiah, 9; Jedidiah, 9; Jason, 7; James, 6; Justin, 5; Jackson, 3; and Johannah, 2.

NORWALK, Conn. (AP) ? A New York woman has filed a $100 claim against Norwalk, Conn. saying a family outing to the Maritime Aquarium was ruined by dog feces.
The woman claims her child's shoes, along with the entire outing, were ruined when her 1-year-old stepped in dog feces outside the Maritime Garage.
City attorney M. Jeffry Spahr said the official response is that her claim is denied and, in his words, "poop happens."
Kelly DeBrocky of Mahopac, N.Y., wants the city to reimburse her for $54 she spent replacing her toddler's ruined shoes and the expenses for parking and aquarium admission on April 5.

He was being held for arraignment Monday. Police did not know if he had an attorney.

Bomb blast rocks San Diego courthouse

SAN DIEGO - A suspected pipe bomb exploded at the federal courthouse in downtown San Diego early Sunday, damaging a door and blowing out a window, authorities said.
The loud blast occurred at about 1:40 a.m. at the Edward J. Schwartz Federal Courthouse, said FBI spokeswoman April Langwell. The device caused damage to the front entrance and lobby area of the courthouse, she said.
The bomb was reported by two guards inside the building, who were uninjured. About 40 agents combed the courtyard in front of the courthouse after the area was swept for explosives.
Debris was found lodged in a window about eight stories up the AT&T building that faces the courthouse.
The evidence collected will be sent to an FBI laboratory in Virginia for analysis by bomb experts.
Authorities said surveillance cameras outside the building may provide information, but there are no cameras that directly face the doorway. At the time of the explosion there were not many people around the building, which is a block from nightclubs in the Gaslamp Quarter.
Streets in the area were closed until early Sunday afternoon. The courthouse will remain closed today as repairs are made to the building.
No injuries were reported. The explosion is under investigation and no arrests have been made.
No one has claimed responsibility for the blast, authorities said, and no threats were received before the bomb was left.
Los Angeles police have no immediate plans to provide extra security at federal courthouses in the city, but that could change by today, a Los Angeles police Officer Karen Smith said Sunday night.

FORT WORTH, Texas (AP) -- A Texas woman who caused her lover's shooting death by falsely crying rape was convicted Friday of involuntary manslaughter.
Tracy Denise Roberson, 37, cried a bit when the verdict was announced. The punishment phase was set for Monday, and she faces two to 20 years in prison.
In late 2006, Darrell Roberson came home from a late-night card game to find his scantily clad wife with another man in a pickup truck in the driveway. Tracy Roberson was with her lover but cried rape, and her husband fired four shots into the truck as Devin LaSalle drove off, killing him.
Darrell Roberson initially was arrested, but a murder charge was later dropped and a grand jury indicted Tracy Roberson instead.
During her three-day trial, defense attorneys called no witnesses but blamed LaSalle's death on Darrell Roberson's jealousy and rage.
But prosecutors placed all the blame on Tracy Roberson, showing evidence of the affair with LaSalle, 32, and a text message in which she invited him to her house that evening.

San Diego area relieved to see no sign of killer shark

SOLANA BEACH, Calif. (AP) — Miles of Southern California beach remained under a shark advisory Sunday, denying would-be swimmers relief from soaring temperatures, because of a shark attack that killed one man.
There had been no sign of the fish, believed to be a great white shark, that bit triathlete David Martin on the legs, causing deep lacerations, Solana Beach Public Safety Director David Ott said Sunday.
Ott said people were mostly steering clear of the eight miles of coast under his jurisdiction where swimmers were urged to stay away from the water, from Torrey Pines State Beach to south Carlsbad.
Beaches farther north were expected to be crowded as inland temperatures soared during the day, he said.
The San Diego County Medical Examiner's Office said Martin, a 66-year-old retired veterinarian, bled to death Friday.
Elsewhere, two surfers were injured in shark attacks along the Atlantic coast of central Florida during the weekend. The Volusia County Beach Patrol said one man was bitten on the calf and the other was bitten on one foot. Their injuries were not life threatening.
On Saturday, only a hardy few Southern California paddleboarders ignored signs warning that the great white shark could still be in the area.
"It's like going to see 'Jaws' — getting in the water the next day, all you could think about was the music," said Bob Rief, 63, who was teaching a friend how to stand up on a paddleboard. "But if you're afraid of the ocean, you shouldn't be in it."
Farther north, Orange and Los Angeles county beaches were packed with people Saturday and lifeguards were more concerned with crowds and riptides than sharks.
"The most dangerous part of the day, if you're going to the beach, is getting on the freeway to come here," said Garth Canning, section chief of the Los Angeles County Fire Department Lifeguard Division.
Great whites are rare along the Southern California coast, though females sometimes come south from their usual territory in the cooler water of the central and northern coast to pup.
Martin is the first shark fatality in San Diego County since 1994, when a woman's body was found with bites off Ocean Beach, near downtown San Diego.
